I have the honour to refer to my despatches
Xo. 79, and mo. 83, of the £3rd July and let August,
and to my telegram No. 51 of 9th aagset in regard to
the purousse of Australian sleepers by the -uronesing
Commission, Ministry of Railways, zanking, from Kesers.
Bowden Brothere and company, Sydney, for the Canto n-
Kowloon Railway.
The need for these sleepers is argoat in the
extreme, as will be apparent from my deajatoh No. 79
referred to above. I reprat to have to inform you
however that, owing to what would appear to be an
entirely unwarranted procrastication on the part of
the Farahssing Comission in greeing to the terms
of guarantee of fulfilment of eontract as offered by
Kessrs. Bowden Frothers, the date of despaten of the
sleepers has been postponed indefinitely.
3. The first intimation of trouble ahead was
revealed in a letter from Messrs. Eowden addressed to

Mr. ctratton, the manager and Chief Engineer of
the British Section of the Canton Rowloon Line. It
atated that, for the past 20 years, the firm and
negotiated with the Chief Engineer at Caston but that
the firm and now received onquiries from a departneut
